Leader of Eastbourne Borough Council

Councillor David Tutt is Leader of Eastbourne Borough Council where his responsibilities include Economic Development and the overall strategic direction of the Authority. 

David was first elected to Eastbourne Borough Council in 1980 and served a 16 year term of office until 1996 when he chose not to seek re-election.  During his period of office he chaired many Council committees and was Leader of the Council from 1993-96.  After a 6 year rest David returned to the Borough in May 2002 and once again became Leader of the Council following the landslide victory for the Liberal Democrats in May 2007.

David has also been a member of East Sussex County Council since 1981 where he has chaired the former Social Services Committee and served as a member of the Cabinet.  Since 2009 he has been Leader of the Opposition. 

Under David’s Leadership, Eastbourne has become an entrepreneurial Council, investing in businesses and services which meet the needs of the local community, whilst also returning a dividend to the Council.  This which enabled EBC to protect  frontline services which were under threat as a result of a loss of Government Grant funding. 

David, who gained an MBA in 1996 is a Member of The British Computer Society.    Until 2008 he worked as a Senior IT Strategist for the Royal Mail.  Although he still undertakes work in a consultancy capacity, David has ceased full-time employment in order to devote more time to his Council duties.  He Chairs, Eastbourne and District Enterprise Agency (EDEAL) and iESE Transformation Ltd, a Public Sector Transformation Partner, wholly owned by Local Authorities.
